Diesel Price in Goa

Diesel prices in Goa are revised on a daily basis at 6 a.m. Oil Marketing Companies (OMCs) such as Hindustan Petroleum, Bharat Petroleum, and Indian Oil revise diesel prices. The prices of diesel in Goa depend on the crude oil prices in the global markets. Diesel prices are determined using Dynamic Fuel Pricing.

How are Diesel Prices in Goa Determined?

Some of the factors that determine diesel prices in Goa are mentioned below:

  • Crude Oil Prices: The most significant component is the crude oil prices in the international markets. India imports over 85% of its crude oil, so international prices, which are traded in US dollars, directly impact the base price of diesel.
  • Rupee-Dollar Exchange Rate: Since crude oil is purchased in US dollars, any fluctuation in the exchange rate affects the import cost, which in turn influences the retail price of diesel.
  • Refinery and Freight Costs: This includes the cost of refining crude oil into diesel and transporting it from the refinery to various fuel stations across Goa.
  • Dealer Commission: A commission is paid to the fuel pump owners (dealers) for distributing and selling the diesel.
  • State Government Taxes: The Government of Goa applies its own Value Added Tax (VAT) on diesel, which is a primary reason why fuel prices differ from state to state.
  • Central Government Taxes: The Central Government levies excise duty and cesses, such as the Agriculture Infrastructure and Development Cess, on diesel.

GST in Diesel Prices

Currently, petrol and diesel are not included in the GST regime. They continue to be taxed under the previous system of central excise duty and state-specific VAT.

Factors Affecting Diesel Price Fluctuations

  • Government Policy: The central and state governments can revise their tax rates, which directly impacts the price paid by consumers.
  • Geopolitical Tensions: International conflicts or instability in oil-producing regions can disrupt supply and lead to price volatility.
  • Global Supply and Demand: The production levels set by Oil-Producing Countries (OPEC) and global demand for crude oil can cause prices to rise or fall.
